Secret organization within a secret organization, the Order of the Broken Moon is the brainchild of Madeleine Zhang and carries out assignments on human targets, meant to better the world the Star Guardians are protecting.

==== Order of the Rising Moon ====

Official organization/governing body of Star Guardians. HQ is in Tokyo, Japan, but there are branches in major cities all over the world. They find and support new artifact users, rotate current guardians in and out of active duty to prevent burnout, and are generally responsible for the well-being of the frontline fighters in the battle against forces of darkness.

Star Guardian artifacts are sentient; they choose and remember their owners, have their own personalities and preferences, and may manifest differently to each holder.

Artifacts move from one guardian to the next and can remold/alter itself to its owner. They can sense the holder's loyalty, desire to do good, and potential and will deactivate and part ways with their guardian if it is deemed that they are no longer a suitable match. Some guardians may end their careers relatively early for this reason; many have been active guardians for years.

In the event that deactivation occurs, former guardians are wiped of their memories. They will be formally retired and will retain no recollection of their time with the Order of the Rising Moon.
